Windows can update CPU microcode on boot and it actually does, last time sometime around 2015. Because some hw vendors have already announced they will not bother with BIOS updates to deliver the fixed CPU microcode for older generations (while Intel will provide it), the CPU microcode update via Windows seems to be a good and safe option. Microcode updates are generally delivered along with UEFI firmware or BIOS updates. When your computer boots up, the computer’s UEFI firmware or BIOS loads the microcode onto the CPU. However, it’s also possible for operating systems like Windows or Linux to load new microcode at boot time.
